Our Mission

The Grus Justice Project is a registered Canadian non-profit corporation. Our mission is twofold: to restore the Rule of Law, and to restore the autonomy and independence of police officers so they may conduct investigations free from political interference.  

Although inspired by Ottawa Police Detective Helen Grus, the Project’s purpose reaches far beyond her case. We are dedicated to protecting every Canadian’s right to honest policing and fair justice, ensuring that police investigations are guided by truth and evidence rather than political agendas. By defending police independence, we safeguard not only today’s officers and citizens, but also the integrity of our institutions for future generations.  

To advance this mission, the Grus Justice Project is actively engaged in the following long-term initiatives:

Legal Defense and Advocacy – Supporting Detective Helen Grus and other important cases that expose political interference and corruption in policing.  

Public Awareness and Participation – Delivering evidence-based facts about policing: the history, the rules, the challenges, and current incidents of corruption – so Canadians can understand and knowledgeably discuss: 

  • Rule of Law 
  • Police independence in investigations 
  • How political interference and failings in police leadership undermine the public trust generally, and specifically how this corruption stopped and continues to stop police investigations into the deaths and injuries of tens of thousands of Canadian infants, children, and adults – vaccine harms that the Canadian government itself has acknowledged through its official Vaccine Injury Support Program (VISP), GovCan website, and its own internal documents obtained through FOI requests. 

 

Supporting Police Officers – Defending officer autonomy and providing the resources they need to make informed decisions in their work.  

Evidence Archive – Maintaining a permanent and public record of court and tribunal documents, case files, and exhibits – including government-recognized data on vaccine injuries and deaths to ensure transparency on issues often overlooked or suppressed as they were in the Grus case. 

Fundraising and Sustainability – Securing resources to ensure long-term defense, outreach, and advocacy. 

Current projects:

Grus Sentencing Affidavits: To encourage Canadians in all walks of life to submit sworn affidavits in support of Detective Grus – recommending to the Tribunal that she receive no penalty for her conviction, and further, advising that the imposition of a penalty in these circumstances would undermine public confidence in the police, and undermine the willingness of officers to investigate crimes that have ‘political ramifications’ or where the suspects are ‘public officials’.

Monthly Newsletter: Reporting developments in the Grus case and other news impacting the public trust in policing. 
 
Post the Oath: A national campaign just launching – conducted at local, provincial, and federal levels to have the Police Oath of Office posted in every police facility in public areas, guard rooms, and lunchrooms. 
 
Active research and daily monitoring of cases, issues, and events that impact the public trust in policing, and undermine community safety and the effectiveness of police. 
 
Outreach to Canadian policing organizations and chains of command to inform them about the Grus Justice Project and to communicate public concerns with the current state of policing and community safety in Canada.  

Directors

Gisele Baribeau

Gisele Baribeau is a Certified General Accountant (CGA) with more than 40 years of experience across public, private, and not-for-profit sectors in Canada and internationally.

Throughout her career, she has combined her professional expertise with a passion for service, holding leadership and advisory roles on various boards, including Vaccine Choice Canada, a medical rights and advocacy organization. Her financial skills have also been dedicated to her political engagement and to her faith community, where she has served as treasurer and currently as auditor. 

Beyond her professional career, Gisele has invested deeply in children, youth and education. In her early years, she was active in pro-life advocacy, working to protect life from conception to natural death.  In 2006, she launched and for a decade coordinated a youth camp that evolved into a premium program for Canadian youth. She home-educated her five children for 18 years and served as Executive Director of a cooperative supporting approximately 60 home-educating families.  

Using the tools of education and advocacy, Gisele brings a strong focus on the importance of faith, family, and freedom. 

Donald Best

Donald Best is an independent journalist, and a leading anti-corruption advocate.

For over forty years, first as a Toronto Police Sergeant (Detective) and later in private industry, Donald Best investigated organized crime and its enablers.

At the 2017 Allard Prize for International Integrity ceremony at the University of British Columbia, he was recognized as “One of Canada’s most methodical and well-documented whistleblowers.”

He was the sole recipient of the 2018 Ontario Civil Liberties Award which reads:

(Ottawa, December 4, 2018) – The Ontario Civil Liberties Association presents its 2018 Civil Liberties Award to whistleblower and anti-corruption activist Donald Best.

Donald Best is a former Sergeant (Detective) with the Toronto Police responsible for investigating Canadian police, lawyers, and politicians involved in organized crime, and a leading Canadian anti-corruption whistleblower and activist.

In his ongoing legal cases and public advocacy, Mr. Best has exposed corruption in the Canadian legal profession including secret orders and investigations by judges, the submission of false evidence in court by lawyers, and the failure of disciplinary bodies such as the Law Society of Ontario and the Canadian Judicial Council to investigate complaints against judges and lawyers.

Mr. Best’s tireless efforts to create integrity and accountability in the Canadian legal system make him an exemplary leader in the fight for equality before and under the law of all Canadians, including self-represented litigants.

As a Director of the Grus Justice Project, Donald continues to warn about the current trend of politicians and institutions to improperly influence and even control police investigations.

Vincent Gircys

Vincent Gircys is a retired Ontario Provincial Police officer with 32 years’ experience.

Vincent Gircys is a retired Ontario Provincial Police officer with 32 years’ experience. He served as a Training Officer, Emergency Response Team member, and Team Leader of the Collision Reconstruction Unit – investigating major fatalities and training officers from police services across southern Ontario. He also deployed to northern Ontario Indigenous communities, gaining valuable experience in policing rural and native communities.

Since retiring in 2014, Vincent has been a strong advocate for civil rights, constitutional freedoms, and the rule of law in Canada. In 2025 he was appointed as a Commissioner with the National Citizens Inquiry. As a Director of the Grus Justice Project, he applies his deep policing experience and principled commitment to justice in support of independent, accountable law enforcement.

Ted Kuntz M.Ed

Ted Kuntz M.Ed is a father, a grandfather, medical choice activist, author, educator and retired psychotherapist.

Ted’s journey to examine the claims of the vaccine industry began after his son Joshua was severely injured by the DPT injection in 1984. After years of researching the medical literature, Ted learned that the medical industry has been dishonest with health consumers on the safety, effectiveness and necessity of vaccinations.

Ted believes that the effort to deny citizens their right to make medical decisions for themselves and their children is one of the greatest threats to humanity today. “If we lose the capacity for choice over what is injected into our self and our children, then we are no longer free citizens. Protecting medical choice and demanding honesty, transparency, and accountability are the most important issues in my life.”

Ted is the current President of Vaccine Choice Canada, Chair of the National Citizens Inquiry, co-founder of Freedom Rising, and the host of a weekly Freedom leaders meeting.
